IPE Digital's natural mission is to foster integration between academia, the market, and government, promoting the dissemination and application of generated knowledge to address government challenges, civil society issues, and market demands.

IPE Digital conducts research and provides analyses and advice on public policies, economic, social, and scientific issues, aiming to drive the development of the digital economy value chain while encouraging the creation of innovative solutions and business models.

Our objectives

  • Conduct research in the field of the digital economy, seeking to advance knowledge and identify innovative opportunities;

  • Develop innovative technological solutions and prototypes within the scope of the digital economy;

  • Drive the development of the ecosystem underlying the digital economy, encouraging the creation of innovative solutions and business models;

  • Bring together companies, individuals, and associative entities operating in the ICT sector that work towards technological development, as well as the improvement of related legal frameworks;

  • Establish partnerships and collaborations with other research institutions, universities, companies, and government bodies;

  • Promote the training and development of qualified human resources in the field of the digital economy;

  • Disseminate and share the results of conducted research through publications, scientific events, and other communication channels;

  • Provide specialized consulting services and technical support to companies, government bodies, and other entities interested in the digital economy;

Our team

Alexandre Rosa Lopes

Agostinho Linhares is the Executive Director of the Research Institute for Digital Economy (IPE Digital), President of the Radio Regulations Board (RRB) of the International Telecommunication Union (ITU), and has over 20 years of experience in the telecommunications sector. He holds a degree in Electrical Engineering from UFPA, with a Master's and PhD in Telecommunications from Unicamp and UnB, respectively. He also holds an Executive MBA in Business Management from FGV, as well as specializations in Telecommunications Services Regulation and Public Administration. He has published more than 40 scientific articles and is a Senior Member of IEEE (Institute of Electrical and Electronics Engineers).

Leonardo Euler de Morais is the Institutional Director of the Research Institute for Digital Economy (IPE Digital). He served as Counselor and President of the National Telecommunications Agency (Anatel), where he led the 5G auction in Brazil, and was also a member of the Brazilian Internet Steering Committee (CGI.br) and the Management Council of the Telecommunications Technological Development Fund (Funttel). He has over 15 years of experience in the telecommunications sector, holds a degree in Economics, a Master's degree in Economics, and is pursuing a PhD in Economics, all from UnB. He has published several scientific and opinion articles, as well as a book chapter, mainly on economic regulation.

Alexandre Rosa Lopes is the Legal Director of the Research Institute for Digital Economy (IPE Digital), a lawyer and Legislative Consultant at the Legislative Assembly of the Federal District. He has over 15 years of experience in the telecommunications sector, holds a Law degree from UERJ, and a Master's and PhD in Law from IDP. He has published a book and several articles on regulation, public assets, and telecommunications infrastructure.
